Maarten Sengers
Maarten Sengers runs the Washington, DC office for Trade Controls Consulting. He has worked his entire career as an export compliance advisor on EAR, ITAR and OFAC goods control compliance. As an export control consultant, he has provided export control guidance to a wide array of companies and industries in the US and globally. His work includes providing day-to-day export compliance advice to corporate export compliance and legal departments, assisting with developing or improving export compliance programs and procedures, supporting special compliance monitorships, conducting compliance assessments, supporting law firms in major enforcement cases, drafting complex export license or other government regulatory submissions, and conducting export compliance training.
Example engagements include serving as an interim export compliance Director for a major PC company and a satellite communications company, serving on an ITAR consent decree monitorship team for a high profile matter, designing and drafting export compliance procedures for a major global aircraft manufacturer, and conducting global audits for a large software company. He has substantial expertise in assisting non-US companies with managing risks associated with US extra-territorial export control. Maarten Sengers is an original co-founder of the Export Compliance Training Institute and is a regular speaker and trainer on US export controls.
Maarten received a B.A. in Economics with Honors from the University of Maryland, and a Juris Doctor from the College of William and Mary and is admitted to the New York, Washington, DC and Maryland bars.

Scott Gearity
Scott M. Gearity runs the Cleveland, Ohio office for Trade Controls Consulting. Scott has been an export compliance consultant for many years, first with BSG Consulting and now with Trade Controls Consulting. In addition, Scott is the President of the Export Compliance Training Institute and is a regular export compliance trainer. Before becoming a consultant, Scott worked for Microsoft Corporation, where he held a variety of international trade compliance roles, including being responsible for Microsoft’s export compliance for Europe, the Middle East, and Africa. Prior to joining Microsoft, Mr. Gearity was a consultant at two boutique Washington-based export control consulting firms, MK Technology and Export Strategies, LLC.
Mr. Gearity’s clients have ranged in size from small start-ups to some of the world's largest companies, in industries including software, computer hardware, telecommunications, aerospace, and energy. Mr. Gearity is practiced in designing and implementing compliance programs, integrating controls into enterprise resource planning systems, conducting audits, and seeking export authorizations from government agencies. In addition to a broad knowledge of US export controls, Mr. Gearity is also well versed in the European Union system, as well as the challenges facing multinational companies operating under the complex, overlapping, and sometimes contradictory regulations of various countries.
Mr. Gearity holds a Bachelor of Arts degree in international studies and economics from American University. He is also a licensed US customs broker.
